An oddity and a rarity. I have never seen a test pressing that looks like this. I wonder whether this was an experimental label Decca tried before phasing out the familiar pink & blue labels. They must have abandoned this label immediately because there is handwriting on it and, to the naked eye, it is illegible. It is a miracle that my camera brought out the handwriting!
